Our Team

Janet Regan

Janet has been providing property management since 1978 and started Horizon Properties in 1988. Building the company from the bottom up, she is proud to say that two of her original five clients are still with Horizon Properties today. Never having purchased accounts or employed mass marketing techniques, Janet prefers instead to build her company slowly, mostly through referrals. “I believe that the key to our success,” she says, “is that we treat all owners, tenants and vendors with the same level of courtesy and respect. That, and good communication!”
Janet holds an MPM (Master Property Manager) designation from NARPM (National Association of Residential Property Managers), which is held by fewer than 80 property managers nationwide and an RMP (Residential Property Manager) designation. Janet served two terms as President of the Sacramento chapter of the National Association of Residential Property Managers, served on the local Board of Directors for more than 15 years as well as on the State and National Boards of Directors.

In her spare time Janet is an award-winning artist who does fine art gourds and fused glass. She also enjoys travel, reading, music and chess.

Brian Regan

Brian was born and raised in Philadelphia. He graduated from La Salle University with a BS in Accounting.

After a 28 year career as a Bank Examiner with FDIC, he retired and joined Horizon Properties as Vice President and supervisor of the Accounting department. In his free time, Brian is an avid reader, enjoys music, chess and going on adventures with his family.

Tim

Tim holds the honor of being our very first employee! A property liaison who has been with Horizon Properties since 1993, Tim is originally from the Los Angeles area. He studied Business Administration at Cal State Northridge and thereafter attended real estate school and obtained his Real Estate license before joining Horizon Properties.


As the senior Property Manager for Horizon Properties, Tim does field work including property inspections, taking on new properties, doing photography for the website and serving legal notices. He enjoys camping, traveling with his family, hiking, reading, and stamp collecting. His true passion, however, is the 1967 Volkswagen Beetle he has been driving since 1968. In fact he has Beetles from both millennia owning a 2008 model as well.

Lisa K.

Lisa is on Team Yellow and has been with Horizon Properties since 2005 and has an extensive background in Real Estate. She draws on that experience as our Leasing Agent when handling the numerous calls and emails from owners and tenants needing to discuss lease terms, changes of lease terms, renewals, 30/60 day notices, answering general questions (HOA, selling, buying, credit, pets etc.), and guidance with miscellaneous issues.


Lisa and her husband are totally owned by their huge cat and three small Chihuahuas (one, Lady, is our office mascot). On weekends they like to get out and ride their Harley, enjoying the beautiful surrounding scenery. Quiet time means Lisa is learning Crochet and listing to music.

Crystal

Crystal is the office manager for Horizon Properties. Crystal is responsible for keeping the office running smoothly and provides general administrative support to our employees.



She graduated from Cal State Sacramento and then spent eight years in Tucson, Arizona, four years of which were spent working in the multi-family property management field. Crystal enjoys spending her leisure devoting quality time with family and friends. 

Amanda G.

Amanda is our bookkeeper and a proud mother of four! She loves listening to music and traveling. Originally from Marysville, California, she has lived in southern California and Las Vegas before relocating to Sacramento. Amanda has more than 10 years of property management experience in both multi- and single-family homes. She is Fair Housing Certified.

Amanda H.

Amanda was born on Mather Air force base in Sacramento , CA. and raised in South Lake Tahoe. She has been in property management for over 5 years, multifamily and commercial. Amanda is a proud mother of 3 boys that keep her on her toes. She always loves an adventure and new experiences. Watching her boys play sports, music, road trips and designing are some of her favorite pastime.

Jared

Jared has been in maintenance for 23 years. Currently he is studying real estate at American River College. He has a wife, three children and enjoys weightlifting, jogging and working on his house. 

Vincent H.

Vincent is a dedicated team member at Horizon Properties where he assists potential residents with property tours, provides billing support and helps with maintenance coordination. With a diverse background that includes serving as a mental health specialist in the US Army, working offshore as a crane operator, and cooking in restaurants, Vincent brings discipline, adaptability and a strong work ethic to every aspect of his role. Outside of work, he enjoys cooking and caring for his lively home full of pets including three dogs, seven chickens, a snake and a lizard.

Melissa

Melissa brings over 26 years of property management experience and currently serves as Horizon’s Maintenance Supervisor. A lifelong Sacramento resident, she was born and raised in Carmichael and continues to call the region home. Outside of work, Melissa enjoys gardening, baking, attending live music events, and spending time outdoors with her beloved Sulcata tortoise, Tank, and her dog.

Shelby C.

Shelby is a Sacramento native with experience in the real estate industry dating back to 2014. She currently serves as a Director for the Sacramento Chapter of the National Association of Residential Property Managers and also leads the organization’s Education Committee. She focuses on strategic leasing, thorough tenant screening, and proactive property oversight to help owners maximize performance and minimize risk. With an emphasis on clear communication and efficient operations, Shelby delivers a streamlined management experience designed to protect investments and support long-term success.


In her free time, she is an avid traveler and loves a quick weekend getaway with her husband and four-legged son, Gryffin.

Iris D.

From the Philippines, I'm a proud single parent to a 13-year-old boy. I'm into fitness and studied Tourism Management and Culinary Arts. Cooking is my love language and I proudly serve as the personal chef for family and friends.
